Position Title: Library Director
Reports to: PCLD Board of Trustees
Full Time, Exempt. Includes evenings and weekends.
Salary: $57,784-$60,000, Based on experience

Purpose of Position:
The Library Director, working under the direction of the Board of Trustees, is responsible for providing library services to the PENROSE COMMUNITY LIBRARY DISTRICT (PCLD). These responsibilities are divided into six principal areas: 1) library administration, 2) finance, 3) programming, 4) collection development and maintenance, 5) public relations, 6) library cooperation. The Library Director is subject to the administrative supervision of the Library Board.
Essential Duties and Responsibilities:

Administrative
- Governance and Other Administrative Responsibilities:
- Works with board to develop and maintain library policies, prepare all necessary reports for state library, Colorado Library Consortium (CLiC), local government and other agencies.
- Maintains familiarity with federal, state and local governments and the library law.
- Works with the board to establish and maintain library policies and procedures.
- Administers the library policies and procedures to the staff and the public.
- Acts as executive officer to the library and administrative officer to the library board.
- Participates at board meetings and other meetings as they affect the daily operation of the PCLD.
- Directs maintenance of library buildings and grounds; recommends new construction; coordinates site selection and design of new buildings and properties.
- Personnel Responsibilities:
- Hires, supervises, evaluates and dismisses staff in accordance with PCLD policy. Trains and manages volunteers.
- Evaluates library staff annually prior to the preparation of annual budget reporting an evaluation summary to the Board of Trustees.
- Reports and recommends needed salary and working condition improvements to the Board.
- Encourages continuing education for staff and Board of Trustees.
- Maintains a positive working relationship with staff and board, being open to change as needed.
- Creates schedule necessary to cover the use of the library to other staff and volunteers.
- Planning Responsibilities:
- To be a member of the Strategic Planning Committee.
- Will use the Strategic Plan to achieve short-term and long-term goals.
- Works with the board to evaluate library statistics as they impact user services, personnel and general library operations.
- Evaluates and reports monthly progress to the Library Board at board meetings.
Financial
- Budget Preparation:
- Works with the Board Treasurer and the Accountant to draft an annual library budget for presentation to the Board of Trustees.
- Represents the library at all financial hearings concerning the PCLD budget.
Purchasing Responsibilities:
- Selects and/or approves purchases of print/non-print media, library materials, supplies and services within budgetary limitations.
- Grant Administration:
- Seeks opportunities for extending library services through grant writing and foundation fund applications.
- Reports status of grant applications and funds to the board on a regular basis.
Programming
- Works with staff, board, Friends of the Library and outside organizations to plan and implement library programming to meet the current user needs.
- Seeks to increase the library use through innovative programming.
Collection Development
- Uses the PCLD Collection Development Policy for collection building.
- Uses appropriate classification and cataloging procedures to provide collection access.
- Supervises weeding library collection on a regular and planned basis.
Public Relations
- Keeps abreast of local/state meetings and events. Attends local/state meetings and events that might have an impact on the library.
- Is available to speak to local groups to promote the library and inform community of new and existing library services.
- Contacts the local media concerning new services and events at the library.
Library Cooperation
- Promotes inter-library loan access and Colorado Library Card to patrons.
- Pursues cooperation with other libraries in the County.
- Shares resources and information with other local/state libraries.
- Takes part in regional, state and national efforts to coordinate library services.
Minimum Training and Experience Required to Perform Essential Job Functions:
Bachelor’s Degree required. If the degree is not in Library Sciences, then 3 years of library experience or similar academic training is necessary. Ability to supervise personnel; keep abreast of current library trends in the provision of library services; operate equipment used in the workplace, including proficient computer skills; and establish and maintain effective working relationships with employees and library patrons. Ability to follow specific instructions. Basic math skills are required.
Physical Requirements to Perform Essential Job Functions:
Hearing and vision corrected to normal ranges. Ability to operate office equipment. Ability to exert moderate physical activity, including lifting, carrying, pushing and pulling.
